As the first organisation representing ATM staff in Europe, the ETF considers possible mobility of ATCOs in Europe as a very important topic for the possible social consequences. With the set-up of FABs and the intention expressed by some European institutions, ATCO mobility can become a reality in the near future.

The role of the European social dialogue in the implementation of the SES

ETF, ATCEUC & CANSO, the European Social Partners for the Air Traffic Management, have organized a Conference on “The role of the European Social Dialogue in the implementation of the Single European Sky”. The Conference has been a great success, having involved more then 120 experts of the ATM sector (from management & workers' side) and high level speakers from European Commission and Eurocontrol.

In the Graham Lake's CANSO Blog it is written “How much longer must society continue to tolerate these selfish, irresponsible characteristics that blight the professional reputation of ATC in Europe" and “to preserve or improve the already privileged employment terms and conditions enjoyed by air traffic control staff within the context of a monopoly service environment”.
The ETF regrets that Graham Lake does not give the social dimension a primary role in its vision for the next decades and ignores the importance of issues such as working conditions.
ETF believes it's mainly the responsibility of CANSO members that, in so many countries, social tensions created social conflicts.

Regulation (EC) No 805/2011 on a Community Air Traffic Controller Licence
This regulation has replaced the rules established through national transposition of the Directive 2006/23/EC.
The objective of this Regulation is to increase safety standards and to improve the operation of the air traffic control system within the Union through the issuing of an air traffic controller licence based on common licensing requirements.

ETF believes that the UK Government should retain its stake in NATS, in order to have a seat in the relevant forums that decide the future for ANSP within the SES framework. Quality ATM services are key to meeting citizen’s fundamental rights within the EU’s objectives of safety, cohesion, sustainable industry, full employment and competitiveness. ATM is a crucial part of the necessary State duty on safety.
