The ETF aim is to promote a balanced and coherent approach to be sure that the decisions taken in the definition of the performance scheme and in the adoption of the targets will not put a risk in the system or go against the interests of all the ATM workers.

According to SES Regulations [...] the NSAa shall ensure consultation of the stakeholders, including professional staff representative bodies, on the performance plan and targets.

ETF is disappointed about the pressure and attempts coming from European institutions to minimize and reduce the right of strike and its impact. This can only lead to new social tensions.

As the first organisation representing ATM staff in Europe, the ETF considers possible mobility of ATCOs in Europe as a very important topic for the possible social consequences. With the set-up of FABs and the intention expressed by some European institutions, ATCO mobility can become a reality in the near future.

ETF believes that the UK Government should retain its stake in NATS, in order to have a seat in the relevant forums that decide the future for ANSP within the SES framework. Quality ATM services are key to meeting citizen’s fundamental rights within the EU’s objectives of safety, cohesion, sustainable industry, full employment and competitiveness. ATM is a crucial part of the necessary State duty on safety.

ETF & ATCEUC are not satisfied with the proposed methodology for the evaluation of the safety KPI.
For Just Culture, the assessment cannot properly be conducted by using a yes/no questionnaire. Other means for assessment must be used to derive a clear picture of Just Culture policy and implementation.

The European Economic and Social Committee has organised a public hearing on 31 May 2011 in Brussels, with all major stakeholders in the aviation sector.
ETF was the only staff organization invited for a contribution.

The High-Level Conference on the implementation of the Single European Sky took place at Budapest on 3 and 4 March 2011.
ETF-ATM Committee President, Riccardo Rubini, speaker at the conference, presented the importance of Human dimension in the Gate‐to‐gate perspective of the future ATM , highlighting the importance of:

ETF expresses big dissatisfaction and does not accept the targets adopted.
