As the first organisation representing ATM staff in Europe, the ETF considers possible mobility of ATCOs in Europe as a very important topic for the possible social consequences. With the set-up of FABs and the intention expressed by some European institutions, ATCO mobility can become a reality in the near future.
ETF will pay special attention to the following areas:
- Mobility should be an opportunity for workers, not a threat
- Which kind of mobility can we expect?
- Barriers to mobility
- ATSEPs and ATM staff mobility
- Airspace mobility
- Legislative framework
- Consultation
Conclusion
The ETF is in favor of ATCO mobility; on the other hand the ETF will never support forced mobility.
The ETF urges European Commission, Member States and ANSPs to respect the following principles whilst implementing ATCO mobility in Europe:
- Mobility must not be a tool to introduce social dumping,
- Only long/medium term mobility is realistic,
- Cultural/language barriers must correctly be addressed at industry level,
- Proper and on time consultation processes at national level must be set up to avoid conflicts.
